Living in Delft

Canals at the heart, neighbourhoods all around

Delft is more than its canals. The historic centre has been a nationally protected townscape since 1976, and the city has around 1,500 protected monuments. Around it lie neighbourhoods from very different periods: the workers’ houses of around 1900 in the Westerkwartier, the middle-class district of Hof van Delft, built largely between 1928 and 1931, the post-war expansion of Voorhof and Buitenhof, and from 1975 the residential courts of Tanthof.

The year of construction does not automatically dictate the solution. It does tell us what to look at more closely during the survey: the condition of the existing frame, cold draughts at the glazing, ventilation, how the frame meets the brickwork, and the appearance of the façade as a whole. According to the municipal housing monitor, Delft has more than 54,500 homes, many of them apartments. If you live in an apartment, we first establish whether the frames belong to you or to the owners’ association (VvE).

01

Westerkwartier · Hof van Delft · Wippolder

Around 1900 to the 1930s

Keeping the character of pre-war façades

Around Hof van Delftlaan stand 1930s homes with bay windows, small balconies and front gardens; in the Westerkwartier, small workers’ houses from around 1900. Transom lights, glazing bars and the depth of the frame define the façade here. We discuss for each opening whether a uPVC profile can follow that appearance, and say so plainly when another material suits it better.

02

Voorhof · Buitenhof · Voordijkshoorn

Post-war, to the late 1960s

Walk-up flats, tower blocks and terraces

Voorhof was complete in 1963, with repeated housing clusters and tower blocks set in greenery; Buitenhof was almost finished by 1968. Voordijkshoorn has post-war family homes and low-rise flats. Many homes in these neighbourhoods are apartments within an owners’ association. In family homes, repeated window divisions make a coherent plan for the whole façade straightforward.

03

Tanthof-West · Tanthof-Oost

1975 to the mid-1980s

Residential courts with recognisable terraces

Tanthof-West was built from 1975 and largely complete by 1986; Tanthof-Oost followed from 1979 as a winding ‘cauliflower’ layout. More than half the homes in Tanthof-West are family houses. Here we assess the condition of frame and glazing, then match colour and layout to the rest of the block so the terrace stays one whole.

Advice per opening

No standard package, but one clear approach

During the appointment we look at more than the exterior. We discuss room by room how each window is used, where ventilation is needed, and whether noise, sun or security deserve extra attention. We then take final measurements, and you receive a quotation specifying the profile, glazing, operation and installation.

Soleca works largely with the Aluplast Ideal 7000 NL profile, and 42 mm HR+++ glazing is our standard on new frames. Every RAL-certified colour is available, and locks and hardware are supplied to SKG** as standard; SKG*** is available for a small surcharge.

See every option for window frames

Warmth and comfort

Triple glazing and a properly fitted profile limit heat loss and cold draughts at the window.

Ventilation per room

We look at where a tilt-and-turn window, ventilation grille or insect screen is practical.

Appearance of the façade

Colour, texture and window division are matched to the home as a single whole.

Secure where reachable

Windows and doors within easy reach get appropriate attention to locks and hardware.

Practical matters

Rules and schemes that apply to your address

The municipality of Delft and RVO always remain the authority. Below is what matters for a homeowner in Delft, and where to check the current conditions.

Building notification or permit in Delft

Delft uses a building notification (bouwmelding). If you replace frames at the front, or in a side wall facing the street, no permit is needed as long as the opening stays the same size, the frames, glazing and panels keep the same appearance as the rest of the building, and you do not swap glass for panels or the other way round. You report the plan online in advance, inform your neighbours, and can then start. The notification is free. At the side or rear, a permit is usually not required.

The notification does not apply to monuments, buildings of cultural-historical value, or buildings in a protected townscape or other valued area. Delft has four nationally protected townscapes: the city centre, the Nieuwe Plantage, the Agnetapark and TU-Noord. There an environmental permit is always required, and the Delft monument guidelines (Uitvoeringsrichtlijnen Monumenten Delft) do not allow uPVC frames. If you live there, discuss your plan with the municipality in a preliminary consultation first.

We assess what changes to the façade during the survey, but the municipality decides. The municipal notification map (Kaart Bouwmelding) shows which area your address falls in.

Grants and financing in Delft

Insulating glazing may qualify for the national ISDE grant, subject to conditions, from 3 m² of glass. If you replace the frames as well, triple glazing qualifies for the higher amount. RVO sets the current requirements and amounts.

The municipality of Delft also runs its own insulation grant, which includes HR++ and triple glazing. It is intended for homes built before 1992 with an energy label of D to G and a WOZ value of up to €477,000. The municipality also sets requirements for the company carrying out the work, such as membership of Natuurvriendelijk isoleren and a recognised quality mark. A separate scheme applies to the Multatulibuurt in Delft-West, with a free tailored plan from the advisory firm Endule.

The Regional Energy Desk for Delft lists every scheme, including the Warmtefonds energy-saving loan. Soleca supplies the product and insulation data an application may require, but cannot guarantee that a grant will be awarded.

Frequently asked questions

Your home always leads the decision. Question not covered? Call 085 080 5117.

Does Soleca fit uPVC window frames throughout Delft?

Soleca fits uPVC window frames across Delft’s residential neighbourhoods, including Hof van Delft, Wippolder, Vrijenban, Voordijkshoorn, Voorhof, Buitenhof and Tanthof. Monuments and buildings in the city centre, the Nieuwe Plantage, the Agnetapark and TU-Noord fall under the Delft monument guidelines, which do not allow uPVC frames. There we refer you to the municipality first.

Can I fit uPVC window frames in Delft’s historic centre?

The centre has been a nationally protected townscape since 1976. Changes to the outside of a building there usually need an environmental permit, even if the building is not a monument. The Delft monument guidelines call for keeping the existing materials and façade, and do not allow uPVC frames, windows or doors. To improve insulation, they point to thin insulating glass that fits the existing windows. If you have plans, contact the municipality’s monument advisers first.

Is a building notification enough for new frames at the front?

Outside the protected and valued areas, often yes. The opening stays the same size, the frames, glazing and panels keep the same appearance as the rest of the building, and glass and panels do not swap places. You report the plan online in advance and inform your neighbours; the notification is free. If you want to deviate, for example by enlarging the opening or replacing glass with a panel, you need an environmental permit.

Which grants are available in Delft for new frames with triple glazing?

Insulating glazing may qualify for the national ISDE grant, subject to conditions; if you also replace the frames, triple glazing qualifies for the higher amount. The municipality of Delft also runs an insulation grant for homes built before 1992 with an energy label of D to G, with requirements for both the home and the company carrying out the work. Check those conditions before you commission anything. Soleca supplies the product data for your application, but cannot guarantee that a grant will be awarded.

I live in an apartment in Delft. Can I replace my own frames?

That depends on the deed of division and the rules of your owners’ association (VvE). In neighbourhoods such as Voorhof and Buitenhof many homes are apartments, and frames there are often a shared element. For the municipal insulation grant you may apply as an individual owner if the deed of division and the model regulations allow it. We establish who decides before we prepare a quotation.

How does replacing window frames in Delft work?

The process starts with advice on site, with no obligation. Once you agree, the final survey follows and we measure every opening precisely. If your plan falls under the building notification, it must be filed before work starts; we build that into the schedule. The frames are made to size and fitted by Soleca's own installers.
